Communication by phone, email, and even substack seems a little wonky these days.
Read the comments in this post for more details:
Plus, during occasional down times, we've realized just how important it’s been to communicate with each other — temporarily left wondering is the disconnect on substack permanent?
So, here are some suggestions to make sure you can reach your readers in case worse comes to worse.
Export your list of subscribers
Save copies of your posts (digital preferred). Keep in mind, emailed versions may not be the final version if edits were made, paywalls were included, or the length of post was exceeded for the email.
Even better than (2), copy your posts to a back-up blog.
Consider purchasing a domain name that redirects to your substack for now, and if substack is not available for some reason, you may redirect the domain name to a copy of your posts. Include the domain in each of your posts so your readers can know how to reach you.
RightingTheWrongs.org is what I can use to keep in touch with my readers.
If you have any suggestions or better solutions, feel free to share.

This may not be feasible for everyone, but building your own private online community is an option some may want to explore. This is the software I'm currently testing, and it is better than the majority of options I've reviewed. FWIW, I have no financial in this recommendation. Just offering it in case it might be helpful to some:

Fantastic idea, Lee.
And absolutely near criminal negligence not to do so.
Just like how I remind people that back up short range wireless comms are absolutely indispensable when nothing else is working, a pair or more of ICOM or Motorola handsets can be totally lifesaving and literally can be had for a fraction of that hood ornament on your German made car.
