"Safe and effective" vs. "safe and effective for most"

CDC and John Hopkins Medicine seem to view COVID-19 vaccines differently

UPDATE - Looks like the link to the CDC page that used to say "safe and effective" (formerly https://www.cdc.gov/coronavirus/2019-ncov/vaccines/safety/safety-of-vaccines.html) now redirects a list of reports on the safety of the shots - this could be progress? I'm not sure, can only hope.

Yet, on February 14, 2022, experts at John Hopkins state that, “… the vaccines are safe and effective for most …” - https://www.hopkinsmedicine.org/health/conditions-and-diseases/coronavirus/full-fda-approval-of-a-covid-19-vaccine-what-you-should-know

These two words, “for most” means a world of difference to the safety and maintaining the dignity of human health; whereby, weighing risk vs. benefit is imperative for making an informed decision and providing informed consent.

Life, death, and overall quality of health is on the line with those two words “for most.”

Doctors were given instructions to describe the vaccine as “safe and effective”, and you are still hearing and seeing it through ads, commercials, billboards, flyers, and posters today. If doctors and nurses are being instructed to just simply describe them as “safe and effective”, the CDC must be held accountable for misleading health practitioners and the masses.

There should be no mandates anywhere if you cannot guarantee safety for all. My exemption shouldn't have to be because I'm trying to protect myself from other’s forceful, nonsensical, harmful rules.
